If h2h was the first tiebreaker Ghana would be eliminated already. They'd probably roll over for Portugal. This is the only argument for the GD and Goals scored being the earlier tiebreaks: it creates more scenarios on the last matchday. Or, put another way, it takes into account all 3 group matches.
