So is this a good arena idea?

Saw the thread in the Hockey about arena funding without teams. How about this idea? Moving from General Obligation to Revenue Bonds for construction. Guess that athlete tax would be used for other city items, but the owners must love the idea of their players paying for the arena they play in. I also wonder how this impacts the team's ability to sign talent.
